A Canadian-owned company can manufacture 100% abroad, and a foreign-owned company can manufacture 100% in Canada.

Full Manufacturing

20 Points

The product is entirely or substantially manufactured or assembled in Canada. The primary value-added activity occurs at local facilities.

Partial / Mixed

10 Points

Some parts of the operation are in Canada, but key manufacturing steps occur abroad, or only finishing/packaging happens locally.

Foreign Operations

0 Points

The product is manufactured, assembled, and managed entirely outside of Canada. No significant operational value stays in the country.
